Best Practice #1:
1. Title of the Practice: Green initiatives
2. Objectives of the Practice: Addressing environmental degradation as a cause of climate change which is a global concern.
As citizens of the world community, it is imperative that each one of us acts responsibly towards the environment while working for its conservation. Being an educational institution to reckon with, Madhya Pradesh Bhoj Open University is aware of its duty to educate learners on the importance of conserving the environment and biodiversity by encouraging the adoption of a sustainable lifestyle. The University strongly believes in teaching through practice and therefore attempts to set an example for the learners by taking up many green initiatives on its premises.
3. The Context: The University is located in one of the busiest areas of the city, amidst residential and commercial establishments where air pollution is considerably high. The civic infrastructure of the area has not been modified adequately to deal with the increasing demands of the population. Poor sewerage system, pressure on water resources and electricity, and vehicular pollution are some issues plaguing the area. The University infrastructure was not equipped to deal with the changing lifestyle patterns and scarcity of resources as it was built in the early 90s when the scene in the capital was very different. Despite the limited resources to overhaul and maintain the environment, the University has taken steps to become an environmentally conscious space and regulate its demand for limited natural resources.
4. The Practice: Madhya Pradesh Bhoj Open University caters to a diverse population of the state as it intends to expand Higher Education by reaching the unreached through various flexible means suited to the Open and Distance Learning (ODL) mode. A holistic education is necessary to create socially responsible individuals. Higher education cannot limit itself to merely providing academic training. Learners must be made aware of their duties and responsibilities towards society and the world. Being sensitive and responsive to the environment is a trait that has to be inculcated in the learners. The University has initiated the following practices to set an example and inspire all stakeholders to opt for environment-friendly alternatives.
• Solar energy: The University has installed Roof Top Solar Plant Panels under the project RESCO model with a plant capacity of 100 KW and by linking it with the existing MPEB grid system. In this regard, the University has deposited an amount of Rs. 33.556 lakhs to MP Urja Vikas Nigam, which is the nodal agency for the same.
• Rainwater harvesting: The University has a well-laid-out plan to create infrastructure and augment existing systems to facilitate rainwater harvesting on a large scale. The green grounds around the University building allow the rainwater to percolate through the soil to replenish the deep-water aquifer/underground water reserve.
•Vermicomposting: The infrastructure for vermicomposting on a small scale has been successfully installed on campus. The compost thus manufactured has promoted organic gardening practices, and the campus inmates use it for kitchen gardening purposes, thereby reducing their dependency on chemical fertilizers. Producing green manure has also simplified the challenge of solid waste management. The dried leaves, stumps, and green wastes from the inmates’ kitchens are recycled and utilized in vermicomposting.
• Saving paper: The University is consciously working towards reducing the use of paper by digitalizing documents and introducing an e-academic management system that involves digital management of students’ academic details, including marks, attendance, etc. The University also encourages duplex printing and photocopying and recycles paper. Old answer sheets and packaging materials of the SLMs are recycled and reused. Every department practices the use–reuse–recycle concept while working. Used printed letterheads are used for internal memos.
•AROGYA VATIKA (Herbal Garden): The University has shown its commitment to the environment by developing a herbal garden with various shrubs and medicinal trees. This initiative has added to the utility of our lush campus, which sprawls over 25.26 acres. Our verdant lands are covered in hues of green, and the area brims with a rich biodiversity that includes some rare species of flora and fauna. Apart from the above, the University also creates awareness of the medicinal properties of plants and trees.
Nakshatra Garden—The University has successfully developed a Nakshatra Vatika of 27 Nakshatra, incorporating environmental consciousness, traditional knowledge, and spirituality.
•E-waste management: Repairing and recycling of laptops, computer hardware, and projectors are encouraged and executed regularly. Some departments use overhauled computer peripherals and laptops as a part of this process. There is also a disposal box for E-waste collection at the University.
5. Evidence of Success: Each initiative undertaken by the University is a small step to contribute to the greater good of humankind. As it may be understood, these initiatives take time to bring about significant changes. However, the efforts are bearing fruit, and gradual changes are becoming visible. MPBOU has signed an MoU with Energy Swaraj Foundation, and two of our regional centers of Bhopal and Satna have received the climate clock award in recognition of our efforts to combat climate change recently.
We have actively participated in the Climate Correction Day (CCD) Challenge for mission LIFE launched by ESF under the Lifestyle for Environment program launched by the Honourable Prime Minister of India. All faculty and staff of MPBOU observed a no-iron clothes day and took a pledge of conservation.
The University has also entered into MoUs with VALMI and EPCCO for resource-sharing and research purposes.
• There has been a sharp decline in non-green electricity consumption after the installation of solar panels.
• The tanks for rainwater harvesting are currently under construction, and it is hoped that the rainwater harvesting project will be successfully implemented as soon as planned.
• As targeted, vermicomposting has been successfully implemented
• The e-academic management system and duplex printing have visibly reduced paper use in the University.
6. Problems Encountered and Resources Required:
The University, being an open and distance learning institute, does not have the regular footfall of the students, so their direct involvement is not possible. Financial constraints remain the biggest problem for expensive green initiatives like rainwater harvesting and maintenance of rare herbal and medicinal plants. The University is attempting to raise funds for these initiatives through several channels. Educating the local community about green initiatives so that they adopt adequate measures also remains a challenge, given that there are many commercial establishments and densely populated colonies in the locality.
Best Practices 2
1. Title: Adoption of the Villages under a) UBA and b) the sickle cell awareness programme
Madhya Pradesh Bhoj Open University, Bhopal, adopted five villages in Bhopal and ten villages in Dhar as a part of social responsibility to improve the lives of people living in rural areas.
2. Objectives of the Practice
This initiative is a form of community engagement that enables the University to contribute to sustainable development by empowering village communities.
The principles or the concepts followed by the University in adopting these villages are:
Comprehensive Assessment to identify the challenges and problems faced by villagers.
A collaborative approach involving the local community, government officials, and other stakeholders in the development process.
Education and Skill Development aimed to improve the employment opportunities of the villagers.
Health and Sanitation initiatives to improve the overall health of the villagers.
a) Unnat Bharat Abhiyaan- the context
It is a crucial initiative of MHRD in the Government of India. The Abhiyaan directed institutions to involve in the holistic development of rural areas. It aims to create awareness amongst the villagers about the various issues in the social milieu.
The Practice
Madhya Pradesh Bhoj Open University has adopted 05 villages under Unnat Bharat Abhiyan (UBA) for a transformational change in rural life. While designing and implementing the practice, the following features were incorporated to make holistic development possible.
The adopted villages are located in remote and rural areas of Madhya Pradesh, where access to education and healthcare is limited.
Local participation was a cornerstone of the approach for customization and continuity.
The technology-enabled approach was adopted to deliver educational programs and services to remote and rural areas.
An inclusive approach was followed with a focus on women and marginalized communities.
Sustainable development was a vital aspect of the program and included initiatives to promote eco-friendly practices, renewable energy, and water conservation.
As per the directive, Madhya Pradesh Bhoj Open University adopted five villages of Bhopal. The villages Semari, Kharpa, Jagrakhand, Sarvar, and Khakhasrdole had a population of about 5000 to 6000. Situated in the periphery of Bhopal, these are tribal-dominant areas.
Evidence of success
The university team continuously visits the adopted villages and informs the district administration about the various problems plaguing these villages. The University collated category-specific data and zeroed in upon the welfare measures to be initiated for the SC/ST/OBC, who constitute over 92% of the population in the target villages. We organized awareness camps to encourage the covid 19 vaccination to achieve a hundred percent vaccination (First cycle). Many health awareness camps were also organized. The extension services include non-formal education and different activities meant for learning the learners in the entire Madhya Pradesh. Extension services and outreach programs are an important part of the mission of the Madhya Pradesh Bhoj Open University, Bhopal.
Problems encountered or resources required
The main constraint in such a program pertains to the awareness level of rural people and the lack of resources at their end in general.

This program could help prevent the spread of the disease and improve the quality of life of those affected. The program involved various activities, such as workshops, seminars, and health camps in educating villagers about sickle cell anaemia. In addition, the University worked with local health authorities and medical professionals to provide accurate and up-to-date information about the disease, causes, symptoms, and treatments. The program could also focus on raising awareness of the importance of genetic testing and counselling, as sickle cell anaemia is inherited. This could help individuals and families make informed decisions about their and their children’s health. In addition to education, the program could provide support and resources to those affected by sickle cell anaemia, such as access to medical treatment, counselling, and support groups. This could help to reduce the stigma and discrimination faced by those living with the disease and improve their quality of life. Overall, educating villagers about sickle cell anaemia by the Madhya Pradesh Bhoj Open University is a valuable initiative that has the potential to improve the health and well-being of rural communities in the region.
Evidence of Success
A first household survey was conducted on 20th Feb and 28th Feb 2018 at Villages of Semari Bajyaft and Kharpa in 152 and 83 households, respectively. Similarly, in the villages of Servor, Jhagrikhurd, and Khakhrdol 112, 79, and 52 households were surveyed, respectively. The University maintained continuous monitoring of the adopted villages, especially during COVID-19. During the lockdown and relaxed periods, the University organized several camps on 16.07.2021, 17.07.2021, 23.07.2021, 02.08.2021, 12.04.2022, 20.04.2022, 26.04.2022, 27.04.2022, 14.11.2022 and 15.02.2023.
Problems Encountered and Resources Required
The problems encountered regarding the implementation of the practice range from the difficult accessibility of the adopted villages to the rural community, literacy level, and cognitive capabilities. The resources required for implementation include better road connectivity and improvement in literacy level.
Notes (Optional)
The University is also looking after all burning issues ranging from Sickle cell anaemia, awareness missions, save energy and save earth programs, overall sanitation awareness programs, imparting education, including girl education, the importance of women empowerment, employment guidance, agricultural improvement related camps, Ayushman camps and many awareness initiatives so that rural people can become self-independent.
Title of the Practice: Fee Exemption and fee return facility to the Learners
The objective of the Practice: The objective of this practice is to have empathy with the learners who have been affected due to destiny or due to reasons beyond their control. Here the first target group is the Jail inmates who are kept behind bars due to various reasons, and one very important initiative from the Madhya Pradesh Bhoj Open University is to encourage them not only to gain knowledge and gainful employment but at the same time facilitate them into the mainstream of the society and help them to become a responsible citizen as well.
The second target group is the learners belonging to the Transgender community who are an integral part of the university from the recent session of 2022-23.
The third target group is the Orphaned learners from the covid 19 Pandemic who have lost their parents/ guardians due to the pandemic. They were co-opted into the system from 2020-21. The fourth target group is the learners from the deaf and dumb center at Indore pursuing DCA under the Department of Social Justice and the empowerment of the disabled.
The Context: Covid 19 was the pandemic that affected the world in numerous ways. Not only did it affect mobility and the conventional learning system per se, but it also had other devastating consequences, with people losing their dear ones or the students themselves reeling under the ill effects of post covid syndrome. This situation was not university-specific but panned out across the globe with multiple ramifications. So, it then became contingent upon the University to take stock of the situation and stand by its students who have suffered in one way or the other. The University took up a magnanimous view in this matter and decided to waive the fees of the affected students who were orphaned in the wave of the pandemic.
Whenever an unprecedented step is taken, it brings with it a horde of challenges. The main issue that we faced with regard to this initiative was the dissemination of information about fee waivers to the target group, creating a communication interface with them, and acquiring all the relevant certifications in order to implement the project. Being in a state of social coma, things moved at a very slow pace, and the affected parties were also finding it difficult to get the required documents.
In the same way, the noble initiative on the part of the University to encourage Jail inmates was equally challenging. Following the principles of universal inclusion, the University has made an effort to reach out to transgenders who face discrimination at every step. The state has recently brought out a policy on transgenders, and in tune with the policy, the university is also taking steps for their rehabilitation and mainstreaming them with the help of the courses provided by the University.
The Practice: The said practice is somewhat unique in its own sense in the Indian Higher education system. The University has widened the ambit of inclusion by including jail inmates, transgenders, and pandemic-orphaned students who are on the fringes of society. Fee waiving is implemented not only in professional courses but in traditional courses also with a nominal cut of 20%. This is returned within three months of enrolling. Due to the outreach of the University, students from remote belts and marginalized backgrounds also take admissions here, and at times it so happens that the students tend to make mistakes while choosing the courses. In such an event, the University takes a sympathetic view of the situation and returns the fees of the students without much decrease.
The constraints pertaining to this practice relate to the positioning of learners from every nook and corner of the entire state and beyond. The remotest tribal and rural belt to which the University caters is not easily accessible for disseminating information about the said provision.
Evidence of Success: The Evidence is there that Jail inmates have taken admission, pursued their studies, and passed the examination as well. The deaf and dumb learners from the Centre at Indore under the Department of Social Justice and Empowerment of Disabled are pursuing a DCA degree and passing the exam as well. The provision of providing fee exemption to the learners belonging to the Transgender community is implemented in the ongoing academic session of 2022-23 only, whose evidence can be collected later. The same goes for the learners orphaned due to covid 19 Pandemic case.
Problems Encountered and Resources Required: The problems which are encountered range from the inaccessibility of the necessary information regarding the said provisions to the target groups to the lack of appropriate willpower and encouragement on the part of the persons concerned. As the fee waiver scheme targets the most marginalized, it takes the cooperation of the government departments also to implement the project successfully. The resources required for successful implementation include the robust propagation of the unique provisions on the part of the University on various social media platforms as well as the print media.
Note:
The fee return facility is truly unique because Madhya Pradesh Bhoj Open University is. the only University which has such unique provisions because in other universities, the fee is returned only for the professional courses, but here in traditional courses, also the fee is returned within three months of taking admission with a cut of 20 percent.
In the same way, if the learner has mistakenly admitted to a course because of his/ her own fault, the fee is returned with a cut of 20 percent, but if the fault of the University is there, then a cut of 10 percent is envisaged.
Title of the Practice: Reaching the Unreached: An Experiment of Madhya Pradesh Bhoj Open University to disseminate higher education via state-owned Television Channels
Madhya Pradesh Bhoj Open University’s experiment to disseminate higher education via state-owned television channels is an innovative approach to reaching the unreached population. Evidence of Success
The University and DD Madhya Pradesh produced more than 250 lectures by concerned subject experts for BA and BSc programs with DD Madhya Pradesh. After all the preparation, these lectures were telecasted daily on DD Madhya Pradesh from March 2019 to June 2019 between 8:00 to 10 PM. DD Madhya Pradesh was asked to re-telecast all 250 lectures that Madhya Pradesh Bhoj Open University had on air. Arrangements were made between November and December 2020 to reduce the impact of the pandemic on students and keep them on track. The repeat telecast was done for the UG-level program of the academic session 2020-21. The office of the Higher Education commissioner of Madhya Pradesh had communicated the principles of all education Institutions to inform the students about telecasting of lectures on DD Madhya Pradesh and make necessary arrangements to attend classes in the community centers for those who have no TV sets.
The decision of the higher education department of Madhya Pradesh to re-telecast all 250 lectures on Doordarshan Madhya Pradesh which Madhya Pradesh had on air for the students, was a very thoughtful and appreciated step to engage students in the educational process through non-personal interaction during the pandemic.
Problems Encountered and Resources Required:
The problems encountered ranged from the constraints pertaining to the availability, accessibility, and affordability of learners residing in the remotest areas of the state of Madhya Pradesh.
The resources required to implement the practice primarily include an uninterrupted power supply and robust Internet facility to every nook and corner of the state. To adopt Best Practice in its true sense, the university aims to disseminate the knowledge to its learners on a regular basis and cover all the programs in both languages.
Notes (Optional)
From the Educational perspective, the university derived the benefits of teaching through Television to its students were:
Expanded and enriched classroom learning experiences for its students created a genuine interest in the subjects taught.
more accessible learning with audio-visual aids, and
Better engagement of students with learning more than the other means of education delivery.
The challenges during the pandemic ranged from the issues of the availability, accessibility, and affordability of the learners. The efforts of Madhya Pradesh Bhoj Open University in imparting teaching/Knowledge dissemination through Television is a best practice to reach the Unreached and promote higher education in the ODL system.
The covid-19 pandemic has been one of the most significant challenges for the educational system, which affected more than 90% of the world’s student population. UNESCO 2020 report on internet-based learning reveals the significant divide between and within countries. Less than 50% of the students belonging to low and middle-income categories have access to the Internet.

Title of the Practice: Green initiatives
2. Objectives of the Practice: Addressing environmental degradation as a cause of climate change,a global concern. As citizens of the world community it is imperative that each one acts responsibly towards the environment while working for its conservation. As an educational institution, Madhya Pradesh Bhoj Open university is well aware of its duty to educate the learnerson importance of conserving the environment and biodiversity by encouraging the adoption of a sustainable lifestyle. The University strongly believes in teaching through practice and therefore attempts to set an example for the learners by adopting and encouraging a number of green initiatives taken up in its premises.
3. The Context: The University is located in one of the busiest areas of the city, amidst residential and commercial establishments where the air pollution is considerably high . The civic infrastructure of the area has not been modified adequately to deal with the increasing demands of the population. Poor sewerage, pressure on water resources and electricity, vehicular pollution are some of the issues plaguing the area. Being over a 30 years old the structure of the University was not equipped to deal with the changing lifestyle patterns and scarcity of resources. In spite of the limited resources to overhaul and maintain the environment , the University has taken steps to become an environmentally conscious space and regulate its demand of limited natural resources.
4.The Practice: Madhya Pradesh Bhoj Open University caters a major diversepopulation of the state for expanding Higher Education by reaching the unreached through various flexible means suited to the Open and Distance Learning (ODL) mode.
A holistic education is imperative to create socially responsible individuals. Higher education cannot limit itself to merely providing academic training. It is important that learners are made aware of their duties and responsibilities towards society and the world at large. Being sensitive and responsive to the environment is a trait that has to be inculcated in the learners. To set an example and inspire all stakeholders to opt for environment friendly alternatives, The University, involving its staff, inmates, alumni and students has initiated the following practices : • Solar energy: The University has installed Roof Top Solar Plant Panel under the project RESCO model with plant capacity of 100 KW and by linked it with the existing MPEBgrid system. In this connection university has deposited an amount of Rs. 33.556 lakhs to M.P. UrjaVikas Nigam which is playing a role of state nodal agency of the Central and State Govt. • Rainwater harvesting: The University planning for working towards the creation of an infrastructure to facilitate rain water harvesting on a large scale. The green grounds around the University building allow the rainwater to percolate through the soil so that the deep water aquifer/underground water reserve gets replenished. Storm water drains have also been positioned all along the perimeter of the large terrace to collect rainwater.
• Vermi-composting: The infrastructure for vermi-composting on small scale has been successfully installed on campus and the product is planned to be used to promote organic gardening, kitchen gardening by the inmates of the campus, solid waste management in homes and reduce dependency on chemical products. The dried leaves, stumps and kitchen green wastes are recycled and utilized in vermicomposting.
• Saving paper: The University is consciously working towards reducing the use of paper by way of digitalization of documents and introduction of an e-academic management system which involves digital management of students’ academic details including marks, attendance, etc. The University also encourages duplex printing and photocopying and recycles paper. Old answersheets, packaging materials of the SLMs are recycled and reused . Every department practices the use- reuse –recycle concept while working . Used printed letter heads are used for internal memos.
• AROGYA VATIKA (Herbal garden): The University hasshown its commitment towards environment also created a herbal garden and maintains medicinal trees. This initiative contributes to the expansion of the already green campus of 25.26 acres of green area full of biodiversity ,rare, local species of flora and fauna. The University and creates awareness of the medicinal properties of plants and trees.
Nakshatra Garden—The University has successfully developed a NakshatraVatika of 27 Nakshatra ,incorporating environmental conciousness, traditional knowledge and spirituality.
• E-waste management: Repairing and recycling of laptops, computer hardware, projectors is encouraged and executed frequently. Some departments use overhauled computer peripherals and laptops as a part of this process. Disposal of unusable hardware is achieved through buy-back policies and the money is utilized to get new and upgraded equipment. There is also a disposal box for E-waste collection in the University.
5. Evidence of Success: Each initiative undertaken by the University is a small step to contribute to the greater good of humankind. As it may be understood these initiatives take time to bring about significant changes, however the efforts are bearing fruit and gradual changes are becoming visible. • There has been a sharp decline in the total electricity consumption after the installation of solar panels. • The tanks for rain water harvesting are currently under construction and it is hoped that by earliest, the project of rain water harvesting will successfully be implemented as planned. • As targeted, vermi-composting has been successfully implemented • The e-academic management system and duplex printing has visibly reduced the use of paper in the University.
6. Problems Encountered and Resources Required:
The University , being an open and distance learning institute, does not have the regular footfall of the students , their direct involvement is not possible.Financial constraints remain the biggest problem for expensive green initiatives like rain water harvesting and maintenance of rare herbal and medicinal plants . The university is attempting to raise funds for this through a number of channels. Educating the local community about green initiatives so that they too adopt adequate measures also remains a challenge, given that there are many commercial establishments and densely populated colonies in the locality.
Title of the Practice: Fee exemption and fee return facility to the learners
Objective of the Practice: The objective of this practice is to have empathy with the learners who have been affected due to destiny or due to reasons beyond their control.
Here the first target group are the Jail inmates who are kept behind the bars due to various reasons and one very important initiative from the Madhya Pradesh Bhoj Open University is to encourage them not only to gain knowledge and gainful employment but at the same time facilitate them into the mainstream of the society and help them to become a responsible citizen as well.
The second target group is the learners belonging to the Transgender community which is initiated from the present session: 2022-23.
The third target group is the Orphaned learners from the covid 19 Pandemic who have lost their parents/ guardians due to the pandemic. This practice is implemented since 2020-21.
The fourth target group is the learners from deaf and dumb centre at Indore pursuing DCA under the department of Social Justice and empowerment of disabled.
The Context: The contextual features include the devastating nature of the unprecedented covid 19 Pandemic which actually affected everyone in one way or the other across the globe in terms of fee exemption to the orphaned learners. The challenging issues related with the implementation of this pious practice is not only to propagate the provision to this effect among the prospective learners but avail certification from the affected leamers as well .In the same way the noble initiative on part of the University to encourage the Jail inmates towards the studies is equally challenging.
In the same way, to empathize with the learners belonging to the Transgender community is equally important.
The Practice: The said practice is somewhat Unique in its own sense in the Indian Higher education system. The constraints pertaining to this practice relates with the positioning of learners from every nook and corner of the entire state and beyond. The remotest tribal and rural belt to which the University caters is not easily accessible for disseminating information about the said provision.
Evidence of Success: The Evidence is there that Jail inmates have taken admission, pursuing their studies and passing the examination as well. The deaf and dumb learners from the Centre at Indore under the department of Social Justice and empowerment of disabled are pursuing DCA degree and passing the exam as well. The provision of providing fee exemption to the learners belonging to the Transgender community is implemented in the ongoing academic session of 2022-23 only whose evidence can be collected later on .The same goes with the learners orphaned due to covid 19 Pandemic case .
Problems Encountered and Resources required: The problems which are encountered ranges from the inaccessibility of the necessary information regarding the said provisions to the target groups to the lack of appropriate willpower and encouragement on part of the persons concerned. The resources required for successful implementation include the robust propagation of the unique provisions on the part of the University on various social media platforms as well as the print media.
Note:
The fee return facility is truly unique because Madhya Pradesh Bhoj Open University is. the only University which has such unique provisions because in other universities the fee is returned only for the professional courses but here in traditional courses also fee is returned within three months of taking admission with a cut of 20 percent.
In the same way if the learner has mistakenly admitted in a course because of his/ her own fault, the fee is returned with a cut of 20 percent but if fault of the University is there, then a cut of 10 percent is envisaged.
